<br />. <br /> <br />, <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />EXf-l ItJll 0 ~ <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />June 2, 1999 <br /> <br />TO: <br /> <br />Planning Commission <br /> <br />FROM: <br /> <br />Kevin Ringwald, Assistant to the City Administrator <br /> <br />SUBJECT: <br /> <br />Case #99-04, Neighborbood Business District - DISCUSSION ONLY <br /> <br />ReQuest <br />The Staff is requesting that the Planning Commission continue its review and discussion on the <br />creation of a Neighborhood Business District. <br /> <br />What is a Neil!hborhood Business <br />Neighborhood Business designates small, isolated areas for neighborhood commercial land uses <br />when they are compatible with surrounding residential uses. Commercial uses that are high <br />traffic generators, noise generators or otherwise not compatible with residential neighborhoods, <br />are inappropriate. Typically Neighborhood Business areas will be located on intersections or <br />nodes that are on the edge of residential areas, are not desirable sites for housing or have <br />traditionally been occupied with neighborhood services. <br /> <br />Some Thinl!s to Think About <br />The purpose of this meeting is to: first, get a general understanding of peoples preferences and <br />attitudes about existing Neighborhood Business uses and secondly to educate about the potential <br />sites that are under consideration, The Staff will use this information to create a draft outline of <br />what the district standards may contain. The meeting after that, the Staff will prepare a written <br />draft copy of the ordinance for discussion. The last meeting the Staff would propose to conduct a <br />public hearing on the ordinance to take formal comments on the ordinance. The Staff would <br />propose, at this point in time, that the format for the next meeting would follow the following <br />outline: <br /> <br />1. <br />2. <br />3. <br /> <br />Goals. <br />Policies. <br />The Basics. <br />a. Height. Single story versus multi-story <br />b. Bulk. Flexible FAR requirements <br />c. Density. Flexible lot coverage standards <br />d. Use. Single use versus multiple use <br />Building Design. Peaked roof versus flat, exterior materials, lighting on buildings versus <br />standards, service delivery areas, etc.,. <br />Site Design. Landscaping, Transit-friendly (multi-modal), buffering, circulation and parking, <br />on-street versus off-street parking, incorporation of public gathering spaces, building close <br />to street versus parking close to street, etc.,. <br /> <br />4. <br /> <br />5. <br />
