<br />e <br /> <br />e <br /> <br />tit <br /> <br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: August 23,2001 <br /> <br />TO: Joe Lynch, City Administrator <br />FROM: Terrance Post, City Accountan@ <br /> <br />SUBJECT: Truth in Taxation Hearings <br /> <br />Backl!round <br /> <br />Actions by the Minnesota Legislature at the 2001 Special Session resulted in 2001 Truth-In- <br />Taxation (TNT) Hearings for payable 2002 being an optional, rather than a mandatory, <br />requirement. City Council discussion at the August 20,2001 worksession on this subject resulted <br />in a majority of council members present at the meeting expressing an interest in having a TNT <br />hearing as in previous years. <br /> <br />Subsequent Information <br /> <br />Staff has discussed the level of support the City could expect to receive from Ramsey County <br />Revenue and Records for a TNT hearing. Chris Samuel, County Director of this department <br />indicated that the County would be preparing TNT notices and mailing them out to property <br />owners. However, he did not believe the notices would get out before December 1, 2001. He also <br />indicated that the County was contemplating having its TNT hearing on December 11, 200 I. <br /> <br />Recommendation <br /> <br />Although action is not required for the regular City Council meeting of August 27,2001, staff <br />would ask Council to consider having a Truth in Taxation hearing at 6:30 p.m. on Monday, <br />December 10, 2001, immediately prior to the regularly scheduled City Council meeting. <br />Assuming that Council may consider canceling the regular meeting of December 31, 2001, this <br />would then necessitate the calling of a special City Council meeting on December 17, 2001 <br />(perhaps immediately following the worksession) for the purposes of adopting a final payable <br />2002 levy and a 2002 budget. <br />
