<br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />August 24, 2001 <br /> <br />SUBJECT: <br /> <br />Joe Lynch, City Administrator4~ <br /> <br />Terrance Post, City Accountant .~ <br /> <br />2002 Budget Discussion <br /> <br />TO: <br /> <br />FROM: <br /> <br />. <br /> <br />Levy Limit Update <br />The Minnesota Department of Revenue today verbally confirmed (they still have not <br />mailed out levy certification letters) that the City of Arden Hills' payable 2002 levy limit <br />will be $2,284,401. This amount represents a $159,315 or 7.50% increase over the <br />payable 2002 gross levy before HAC A of$2,125,086. Recognizing that $99,994 (4.7%) <br />of the $159,315 levy limit increase represents HACA aid replacement, the remaining <br />$59,321 (2.8%) represents the implicit price deflator levy limit increase. It is this <br />$59,321 in additional revenue that will be the primary funding source for proposed 2002 <br />additional General Fund expenditures. <br /> <br />Public Safety Proposed Expenditures <br /> <br />. At the last Joint Fire Board meeting, Lake Johanna Volunteer Fire Department <br />(LJVFD) agreed to fund the 2002 Duty Crew program costs (if the program is <br />successful based upon the 2001 trial period) out of Alliant Tech revenues. Although <br />LJVPD has not yet revised their 2002 operating budget, staff has estimated that the <br />Duty Crew program deletion will result in an approximate $1 1,000 savings to the City <br />of Arden Hills. This would then result in estimated 2002 fire protection contract <br />costs of $190,000. Compared to 2001 contract costs of$I77,084.38, this represents a <br />$12,915.52 dollar increase or a 7.3% percentage increase. <br /> <br />. At the last contract cities meeting, the Ramsey County Sheriff's Department (RCSD) <br />agreed to hold off on the hiring of an additional Investigator until second quarter of <br />2002. This delay would result in an approximate $2,675 savings to Arden Hills. This <br />would then result in estimated 2002 police protection contract costs of $648,176. <br />Compared to 2001 estimated contract costs of$615,174, this represents a $33,002 <br />dollar increase or a 5.4% percentage increase. <br /> <br />. The combined estimated contract increases for both LJVFD ($12,915) and RCSD <br />($33,002) total $45,917 and represent 77% of the 2002 levy limit increase (59,321). <br /> <br />. <br />
