Height - Slightly Exceeds Code Requirement <br /> <br />The maximum height allowed for a business is the R-4 District is 35 feet. The proposed <br />elevations show a building height of35 feet when measured from the first floor. When measured <br />from the parking garage, the building has a height of 45 feet. When situations such as this arise, <br />the Building Code specifies that the average of the two be taken. This interpretation results in a <br />height of 40 feet, or 5 feet in excess ofthe code requirement. As stated previously, a deviation <br />from the code requirement is permissible in the PUD process. <br /> <br />6. Parking. - Meets Code Requirement <br /> <br />The Zoning Ordinance requires 2 spaces per dwelling unit. With 30 units of housing being <br />proposed, it would be necessary to provide 60 spaces to meet the code requirement. However, <br />since Bethel will initially be using the building for dormitory style housing, staff suggested that 3 <br />spaces be provided for every four students. At this point, the applicant is proposing 36 stalls of underground <br />parking and 51 stalls of surface parking, for a total of 87 stalls, or 12 less than the <br />recommended. Note that the laundry/community room on the "Garage Floor Plan" will be <br />replaced with two parking stalls. While the amount proposed by the applicant is less than <br />staff requested, it is in excess of the code requirement. Additionally, the applicant has agreed <br />to institute a permit system if parking is not satisfactory to the City at some point in the <br />future.
