Councilmember Aplikowski e <br />responded in the real world, a mobile home was used in home ownership and rental numbers. <br />She stated the city comes very close to these goals. She noted if the city develops the Arsenal <br />property, the Metropolitan Council would be encouraging that mix to be more diverse than the <br />Council had discussed. She added participation makes the city a player. She stated it did not <br />mean the city had to change its quality or style of living. She noted it meant keeping the status <br />quo. <br /> <br />Mayor Probst stated that the 35W coalition had tried to make an argument to look beyond the <br />community boundaries. <br /> <br />MOTION: <br /> <br />Councilmember Grant moved and Councilmember Larson seconded a motion to <br />adopt Resolution # 01-22, electing to continue participation in the Local Housing <br />Incentives Account Program under the Metropolitan Livable Communities Act, <br />Calendar Year 2002 as recommended by Staff. The motion camed unanimously <br />(5-0). <br /> <br />6. <br /> <br />Res, #01-18, Resolution Relating to the Restrictions on the Use and Sale of <br />Phosphorous Lawn Fertilizers, Calendar Year 2002 Fertilizer/Legislation <br /> <br />Councilmember Grant stated the minutes from the Council worksession indicated this matter <br />would be brought back to council for discussion. He noted Resolution #01-18 is simply ... <br />endorsing the concept of reducing the sale of phosphorus fertili2ers. He asked if this was tied in _ <br />with the Stormwater Management Plan. <br /> <br />Mr. Lynch noted there was a petition by the City of Shore wood to consider support of a state <br />resolution. He added this resolution is in response to the request to gain metro-wide support for a <br />statewide reduction of phosphorus fertilizer. He stated the City of Arden Hills could pass an <br />ordinance more restrictive than the state regulations. He noted such an ordinance could be <br />included in the Storm water Management Plan. <br /> <br />Councilmember Grant requested the following change: in the second to last paragraph, in the <br />second line, replace "liquor" with "liquid". <br /> <br />MOTION: <br /> <br />Councilmember Grant moved and Councilmember Aplikowski seconded a motion <br />to adopt Resolution #01-18, relating to the restrictions on the use and sale of <br />phosphorous lawn fertilizers as recommended by Staff.
