When considering a rezoning, the applicant <br />is requested to address the following: <br /> <br />L Conformity with the Comprehensive Plan <br /> <br />The proposed zoning does not conform to the comprehensive plan. As such, the applicant is <br />requesting an amendment to the comprehensive plan. This request is further detailed below. <br /> <br />2. Substantive changes that have occurred making the zoning change necessary. <br /> <br />In the applicant's narrative statement, which is attached for your reference, they indicate that <br />substantive changes have occurred in the development of adjacent parcels of property. More <br />specifically, they reference the adjacent 60 unit Arden Cottage Villas multiple family <br />development. They also indicate that the site is more suitable for multiple family development. <br /> <br />3, Demonstration showing that the change is superior to the current zoning and/or <br />comprehensive plan. <br /> <br />e <br /> <br />The applicant has not addressed this specifically in their narrative statement. In conversations <br />between staff and the applicant, they have indicated that this specific proposal and rezoning are <br />superior to previous development such as a gas station/convenience store that had been <br />contemplated for the site. <br /> <br />4. Development conditions or priorities that make the existing Zoning and/or comprehensive <br />plan impractical. <br /> <br />See item #3 above. Additionally, the Metropolitan Council evaluates cities on housing <br />affordability and the provision oflife-cycle housing. Life cycle housing considers the provision <br />of different housing types for people at different stages of their life. Typically, this concept <br />relates to a mix of housing types and densities. If approved, this development would allow the <br />City to provide additional life cycle housing units in accordance with Metropolitan Council <br />guidelines. <br /> <br />To accommodate the rezoning, the applicant is also requesting a comprehensive pIau amendment <br />from Neighborhood Business to High Density Residential. High Density Residential is essentially <br />the apartment and townhome land use classification. This allows for a density of up to 12 units per <br />acre. A request for a comprehensive plan amendment considers the following: <br /> <br />L Overall impact on community <br /> <br />e It is not anticipated that this amendment will adversely effect the community. <br />3 <br />
