Pla:nningCase-#tH--HcArdcfl SStlth Apartments- <br />Page 4 of 11 <br /> <br />e- <br /> <br />2, Impact on the goals and policies of the Comprehensive Plan <br /> <br />This amendment, and proposal specifically, further several goals outlined in the housing <br />element of the Comprehensive Plan. <br /> <br />3. Impacts on adjacent lands <br /> <br />This amendment will have a limited impact on adj acent properties. See the screening portion of <br />the site plan evaluation below for a description of the natural and physical features of the <br />property and area. <br /> <br />4. Impact on transportation, sewer, water, and other city services <br /> <br />Adequate public services and utilities are available to effectively serve development on the <br />property. <br /> <br />5. Impact on water bodies <br /> <br />The subject property is within the Long Lake drainage shed. A retention pond on the <br />property will be in place to treat storm water. <br /> <br />e <br /> <br />Master and Final Planned Unit Development <br /> <br />According to the Zoning Ordinance, "the 'POO' District promotes the development of land in a <br />unified manner by treating the entire development as a single entity, . . ." Further, a POO is required <br />for multiple family dwellings. <br /> <br />While it is not standard practice, the Zoning Ordinance does allow the applicant to apply for both the <br />Master Plan and Final Plan concurrently. To have footings in place prior to the ground freezing, the <br />applicant felt it was necessary to apply for both. This will enable the applicant to work over the <br />winter to accommodate an August 2002 completion date for Bethel College. Please note that the site <br />plan was evaluated based on an R-4 zoning. The following provides an evaluation of site plan and <br />related requirements based on the attached plan set: <br /> <br />L Lot Area, Size and Setbacks -All Code Requirements Met <br /> <br />As the site data in the overview section indicates, the property is 2.5 acres, or 108,900 square <br />feet. The R-4 Zoning District requires a minimum lot area of3,630 square feet per unit. <br />Based on a proposal of 30 units, the lot area required is 108,900 square feet.
