ARDEN HILLS PLANNING COMMISSION - DECEMBER 6, 2000 14 REPORTS a. Council Liaison e Councilmember Larson reviewed the Council's recent meeting at which zoning code amendments were approved. He added the Council approved the amendment of the zoning code map to include the newly created Neighborhood Business District. He noted the Lindimer family member representing Lindy's Restaurant was present at the Council meeting and presented a letter which was discussed during the Commission's review of the issue. Councilmember Larson stated a resolution was approved committing the City to adoption of an erosion and sediment control ordinance which is a Met Council requirement for completion of comprehensive planning. He added that a resolution was approved to complete and adopt a storm water management plan again, He noted it must be consistent with the Rice Creek Watershed District's current plans. Councilmember Larson stated the Council interviewed 8 applicants for the current Planning Commission vacancy as well as the upcoming vacancy, He added that a lot of good candidates applied, and an announcement is forthcoming. Commissioner Sand asked whether the City had received title to the City Hall property. Councilmember Larson stated title has not been received, although City staff is working hard on obtaining it, and the Corps of Engineers has suggested that some changes are being made to the agreement. e B. Planning Commissioners Chair Erickson asked, with regard to the Vaughan Tower denial, whether the property owner could propose a PUD amendment to justify his construction of his tower. Ms. Chaput stated the owner would be justifYing his tower by what he plans to construct underneath it. She added she is sure the issue will be back in the future. Commissioner Sand asked, with regard to an item in Ms, Chaput's Commission update memo, whether the City has a sign ordinance, Ms, Chaput stated the Council wanted to make the Commission aware of this issue, although it will be going straight to the Council due to urgency attached to it. Commissioner Sand stated he recalled banners being used when he served on the Parks Commission, Ms, Chaput stated banners are currently nonconforming based on an ordinance adopted in 1983. She added banners are clearly prohibited. Chair Erickson requested that a copy ofthe upcoming erosion control plan be forwarded to Marty Rye, since it was an issue he championed for many years. Commissioner Sand asked whether the County is considering moving its maintenance facility to the northwest corner of the Arsenal property away from the City hall facility, Councilmember .- Larson stated the County is still considering the current site, although they do not have title to the _ property.
