<br />ARDEN HILLS PLANNING COMMISSION - DECEMBER 6, 2000 <br /> <br />14 <br /> <br />REPORTS <br /> <br />a. <br /> <br />Council Liaison <br /> <br />e <br /> <br />Councilmember Larson reviewed the Council's recent meeting at which zoning code <br />amendments were approved. He added the Council approved the amendment of the zoning code <br />map to include the newly created Neighborhood Business District. He noted the Lindimer family <br />member representing Lindy's Restaurant was present at the Council meeting and presented a <br />letter which was discussed during the Commission's review of the issue. <br /> <br />Councilmember Larson stated a resolution was approved committing the City to adoption of an <br />erosion and sediment control ordinance which is a Met Council requirement for completion of <br />comprehensive planning. He added that a resolution was approved to complete and adopt a <br />storm water management plan again, He noted it must be consistent with the Rice Creek <br />Watershed District's current plans. <br /> <br />Councilmember Larson stated the Council interviewed 8 applicants for the current Planning <br />Commission vacancy as well as the upcoming vacancy, He added that a lot of good candidates <br />applied, and an announcement is forthcoming. <br /> <br />Commissioner Sand asked whether the City had received title to the City Hall property. <br />Councilmember Larson stated title has not been received, although City staff is working hard on <br />obtaining it, and the Corps of Engineers has suggested that some changes are being made to the <br />agreement. e <br /> <br />B. Planning Commissioners <br /> <br />Chair Erickson asked, with regard to the Vaughan Tower denial, whether the property owner <br />could propose a PUD amendment to justify his construction of his tower. Ms. Chaput stated the <br />owner would be justifYing his tower by what he plans to construct underneath it. She added she <br />is sure the issue will be back in the future. <br /> <br />Commissioner Sand asked, with regard to an item in Ms, Chaput's Commission update memo, <br />whether the City has a sign ordinance, Ms, Chaput stated the Council wanted to make the <br />Commission aware of this issue, although it will be going straight to the Council due to urgency <br />attached to it. <br /> <br />Commissioner Sand stated he recalled banners being used when he served on the Parks <br />Commission, Ms, Chaput stated banners are currently nonconforming based on an ordinance <br />adopted in 1983. She added banners are clearly prohibited. <br /> <br />Chair Erickson requested that a copy ofthe upcoming erosion control plan be forwarded to <br />Marty Rye, since it was an issue he championed for many years. <br /> <br />Commissioner Sand asked whether the County is considering moving its maintenance facility to <br />the northwest corner of the Arsenal property away from the City hall facility, Councilmember .- <br />Larson stated the County is still considering the current site, although they do not have title to the _ <br />property. <br />
