<br />ARDEN HILLS PLANNING COMMISSION - JANUARY 3, 2001 <br /> <br />3. Special use permit for a drive-in bnsiness, for the following reason: <br />a) The application meets the requirements of Section 6 (D) of the Zoning Ordinance, <br />"Additional Minimum Requirements for Drive-In Businesses, Fast Food Restaurants and <br />Automobile Service Stations" if granted in conjunction with the variance application for <br />"Proximity to Other Establishments". <br /> <br />4. Site plan review for a Walgreens in the northwest quadrant of County Road E and <br />Lexington Avenue, with the following conditions: <br />a) Review proposed French drains with Rice Creek Watershed District per the City <br />Engineer's memo; <br />b) Lower the elevation of the sidewalk cut on County Road E from 943.0 to 942+/- for <br />better drainage; <br />c) Final plans shall indicate how the depression in the northwest corner of the site is <br />drained, the diameter and invert of the existing culvert located under the railroad, and <br />show grading and restoration through the ditch on the northern edge of the site to the <br />lowpoint; <br />d) A silt fence shall be placed along the northern limit of the project; <br />e) The Site Engineer shall provide drainage calculations to the City for review and City <br />files; <br />j) Obtain the required permits from Rice Creek Watershed District; <br />g) Obtain permits from Ralllsey County for curb cuts on Lexington Avenue and County <br />Road E, addressing any issues that the County may have with the County Road E curb <br />cut; <br />h) Elimination of the northern accesses from the Walgreens property onto the Holiday Inn <br />property. Only the southern property access will remain with approval from the property <br />owner. <br />i) Reconfigure the location of the curb cut and parking spaces to accommodate fifteen feet <br />of landscape area between the curb cut and the rear property line; <br />j) A cedar screening fence of no more than six feet in height, final design approved by staff, <br />shall be installed along the side and rear lot lines; <br />k) Exterior lighting must be directed away from adjoining lots or public streets and must be <br />hooded so that light is only directed onto the Walgreens property; and <br />l) The changeable copy on the freestanding sign shall not change more than once in a 24- <br />hour period. <br /> <br />John Kohler, architect for Semper Development, thanked Ms. Chaput for her thorough review of <br />the application. He indicated he was present to respond to any questions or comments from the <br />Commission. <br /> <br />Commissioner Pakulski indicated he felt it was odd that traffic had to circle the entire building to <br />reach the drive-in. Commissioner Zimmerman concurred noting the Walgreens in Blaine, <br />Minnesota, has some traffic concerns for those parking and those making their way to the drive- <br />Ill. <br /> <br />6 <br /> <br />e <br /> <br />e <br /> <br />Commissioner Galatowitsch asked if a directional sign would be placed in the Holiday Inn _ <br />parking lot. Mr. Kohler stated a sign could be placed there but this was not the request before the .. <br />Commission at this time. <br />
