ARDEN HILLS PLANNING COMMISSION - JANUARY 3, 2001 8 along County Road E. Commissioner Galatowitsch indicated she felt this was a good alternative to leaving the space a parking lot. e Commissioner Sand indicated the Comprehensive Plan names both the north and south portions of this intersection, within the City of Arden Hills, as gateway properties. Chair Baker thanked him for the clarification. He stated he was uncomfortable with approving the drive-in facility with it being closer than 1320 feet to several drive-in facilities. Ms. Chaput indicated there were three facilities within the 1320 feet at this time, being the TCF, Wells Fargo and McDonalds. Chair Baker asked if the access through the Holiday Inn would have an easement. Mr. Kohler noted there would be an easement with Holiday Inn and stated that this has been approved by the Holiday Inn owners. Chair Baker stated he was glad to see the building would be fully faced with brick on all sides. He indicated the development does not address the future downtown development issues with a pedestrian friendly enviromnent. Commissioner Sand asked if the additional curb cut was a concern on County Road E. Ms. Chaput stated the County reviewed this application and agreed with extending the curb on County Road E and allowing access through the Holiday Inn parking lot. Commissioner Zimmemlan noted concern for the contingencies within each of the four .. applications before the Commission. He indicated additional information should be brought ., back from the applicant on lighting, signage, etc. before the Commission should move on this item. Chair Baker asked for direction from staff. Ms. Chaput noted she would like to see this item tabled to allow the applicant time to gather additional information. Commissioner Zimmerman indicated he would like the City to work closely with this site to increase appeal at this highly visible intersection and gateway property. Chair Baker stated the Commission needs additional information on traffic studies for County Road E and Lexington Avenue with regard to the drive-in, the obligations of the designated gateway corner and the impacts on landscaping and signage, input from Holiday Inn as to their approval in the use of the parking lot, hours of operation, a lighting plan, the height of the pylon sign, and screening plan. Commissioner Zimmerman moved, seconded by Commissioner Galatowitsch, to table Plarming Case #00-45, Lot SplitlVariance/SUP/Site Plan Review for the Northeast Quadrant of County Road E and Lexington Avenue for the creation of a Walgreens to allow for the presentation of additional information on the items stated above. The motion carried unanimously (5-0). This Planning Case will be reviewed at the Wednesday February 7, 2001, Planning Commission meeting. e Chair Baker called for a recess at 9:07 p.m. The meeting reconvened at 9:20 p.m.
