He indicated he feels the <br />project must be brought to the market as soon as possible and asked for questions or comments . <br />from the Commission. <br /> <br />Commissioner Zimmerman asked if Mr. Carlson would manage this property. Mr. Carlson <br />indicated he does manage all properties that he owns and does not use third party management <br />with single or multi-tenant users. <br /> <br />Ms. Chaput stated Morris Communications is a willing seller to Chesapeake Companies on the <br />condition that the land around their two existing billboards be platted as their own lots, which is <br />why the proposal shows a three lot plat (two outlots for the billboards and one developable lot). <br />She indicated Chesapeake's conversations with Morris Communications have found that this is a <br />nonnegotiable item. Ms. Chaput noted if the City wishes to fully develop this key piece of <br />property on the corner ofI-35W and 1-694, there should be careflll consideration made to this <br />request. <br /> <br />Ms. Chaput explained discussion is still underway between ATS Steel and Chesapeake <br />Companies regarding their property. She noted the ATS Steel property is included in the <br />proposed concept plan for development. Ms. Chaput explained it is a necessary part of the <br />concept as this parcel is central to the property as a whole. She added, also important to this <br />development is the vacation of the existing Burlington Northern Railway's right-of-way. <br /> <br />Ms. Chaput explained Chesapeake is also in discussions with the Railway regarding their <br />property. She noted currently, the rail line serves ATS Steel on this site on a minimal basis. Ms. . <br />Chaput indicated the rail line enters the property across a bridge from New Brighton and ends at <br />the 1-694 intersection. She noted the existence of the rail line is largely dependent on the <br />existence of A TS Steel. <br /> <br />Ms. Chaput stated staff recommends approval of Planning Case #00-46 for the following <br />applications, each contingent on the other's approval: <br /> <br />1. Lot consolidation of four properties at the Northeast quadrant of 1-35W and 1-694, for <br />the following reasons and with the following conditions: <br />a) The proposed consolidation meets the minimUlll requirements of Section 22-12, (e) of the <br />City Code; and <br />b) The consolidation is contingent on the property owners' consent and applicant's purchase <br />of the properties before a final platting may be recorded with Ramsey County and filed <br />with the City. <br /> <br />2. Preliminary Plat of the existing parcel into two outlots designated Outlots A and B, at <br />the Northeast quadrant ofI-35W and 1-694, for the following reasons and with the <br />following conditions: <br />a) The proposed preliminary plat meets the minimum design standards of Section 22-8 of the <br />City Code, except for the proposed Outlots; <br />b) The proposed Outlots, A and B, do not meet the minimum requirements for a developable <br />lot and will not be developed in the future, as platted; <br />c) All proposed easements, newly created or vacated as per the submitted plan, must be <br />properly filed and recorded with Ramsey County and proof of this action provided to the <br />City; <br /> <br />. <br />
