<br />I. <br /> <br />. <br /> <br />e <br /> <br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />January 5, 2001 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Jennifer Chaput, City Planner ~/ <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Planning Case #00-46 Preliminary Plat/Concept PUD <br />Chesapeake Companies, NE Quadrant ofI-694 and I-35W <br /> <br />Request <br />The applicant is requesting the replatting of the existing Morris Communications <br />property from one parcel into three, accommodating the existing billboards as their own <br />separate lots (Outlots A and B) (Exhibit A, proposed plat) and for comments on a concept <br />plamled unit development for development of the properties southwest of Gateway <br />Boulevard (Exhibit B, booklet, provides all information and maps). <br /> <br />Backl!round <br />Chesapeake Companies has been working on assembling the parcels at the corner of <br />1-35W and 1-694 for over a year. In the future they intend to combine and replat the <br />parcels currently owned by Morris Communications, A TS Steel and Burlington Northern <br />Rail (currently unused rail right-of-way) into one developable parcel. <br /> <br />Morris Communications is a willing seller to Chesapeake Companies on the condition <br />that the land around their two existing billboards be platted as their own lots, which is <br />why this application has been made at this time (two outlots for the billboards and the <br />remainder of the lot for later combination with other lots and development). <br />Chesapeake's conversations with Morris Communications have found that creating <br />separate parcels for the billboards is a nonnegotiable item. If the City wishes to fully <br />develop this key piece of property on the corner ofI-35W and 1-694, there should be <br />careful consideration made to this request. <br /> <br />Preliminarv Plat Review <br />Approval of the preliminary plat of three lots (one developable and two undevelopable <br />outlots, A and B) may be granted if minimum design standards (from Section 22-8 of the <br />City Code) are met: <br />a) Lots <br />i) Location <br />All lots are to abut their full frontage on a publicly dedicated street by City <br />Code. Of the three lots, two do not abut a public street, accessed by an <br />access easement and platted specifically for the existing billboards as <br />outlots or undevelopable lots. <br />
