The <br />Zoning Ordinance states that on-site ponding is encouraged as a visual and <br />functional amenity. Due to the locations of wetlands, poor soil conditions and the <br />location of the power transmission lines, development must be concentrated in the <br />center of the site. Again, the City Engineer has offered cormnents in his <br />memorandum regarding drainage in Exhibit C. <br />i) Concept A <br />There is some unavoidable wetland encroachment with this proposal, requiring <br />mitigation, but the major portion of the existing wetland systems remain intact. <br />Wetland mitigation and storm water ponding requirements are provided <br />adjacent to the western wetland system. A total of 46,305 square feet of <br />wetlands located in the central part of the site need to be filled to develop this <br />concept. This requires mitigation at a ratio of2:1 or 71,730 square feet of new <br />wetland and 35, 289 square feet of stormwater treatment pond in the <br />northwestern comer ofthe site. <br />ii) Concept B <br />The same conditions exist as Concept A; however, a total of 46,551 square feet <br />of wetlands located in the central part of the site are required for this concept. <br />Mitigation requires the creation of 70,496 square feet of new wetland and <br />36,852 square feet of stormwater treatment pond. <br /> <br />. <br /> <br />Deadline for Aeencv Actions <br />The City of Arden Hills received the complete application for this request on December 6, <br />2000. Pursuant to Minnesota State Statue the City must act on this request by February 4, <br />2001 (60 days), unless the City provides the petitioner with written reasons for an <br />additional 60-day review period. The additional review period would extend to April 5, <br />2001. The City may, with the petitioner's consent, extend the review period beyond the <br />AprilS, 2001 date. <br /> <br />Lastly, if the City denies the petitioner's request, "... it must state in writing the reason for <br />the denial at the time that it denies the request." <br /> <br />Options <br />I.
