Jt is no secret that there have <br />been a number of other proposals for this property and they have not been completed for <br />a variety of reasons. We believe that both Chesapeake and the City of Arden Hills must <br />bring this development to the market place while the strong economy continues. We will <br />see a downturn at some point in the future and we cannot afford (0 wait. In addition, we <br />believe it is equally important for this project to be developed and marketed as far in <br />advance ofthe New Brighton I-694/I-35W development as possible in order to avoid <br />direct competition that will weaken both projects. It is also important to take advantage <br />of the as much of the remaining Tax Increment Financing District as possible to <br />maximize the useti.J1ness of this financialtO()1. This project must move into eonstmction <br />thi~ spring in order to avoid the loss of another year. Therefore, it is critical that the PUD <br />process be completed in a timely mmll1er so that the developer is in a position to bring <br />this project to the market in the Spring of2001. <br /> <br />We also anticipate that there will be a need to request some flexibility to the letter of the <br />standards ofthe Gateway PUD District. We do not believe that we will have allY <br />concerns about the spirit, intent, or core objectives contained in this ordinance, but we <br />believe the unique constraints facing this property will necessitate some variances from <br />the letter of this ordinance. <br /> <br />Land Acquisitions <br /> <br />The development thilt W(1 are proposing contains some land thl1t we do not cum'nt!y <br />control. We havctried to work with the owners of the ATSproperty, but we have not <br />been successful to this point. The Minnesota TransferfSurlington Railroad property has <br />also been complicated, but we are more confident that we will be able to secure this land <br />without the City of Arden Hills' intervention. <br /> <br />Creation of Out lots Related to the Outdoor Advertisement Signs <br /> <br />One issue that must be fully understood from the outset is the seller's insistence that the <br />outdoor advertisement signs remain on the property. We have reviewed, discussed and <br />debated this issue with them and they arc absolutely set in their position.
