Specific concerns are the 242 westbollnd left turns at the west 1-35W interchange and
the inbound trips in the morning peak period. These may be critical in terms of the existing
geometries. With proposed geometries, the number of lanes over 1-35W is significantly
iucreased and there is Jane continuity between Highway 10 and Old Highway 8. Additionally,
potential development of an interchange between Highway 10 and County Road 96 would
reduce the conflicts significantly and makll that route more attractive, potentially reducing some
of the traffic volumes and potential problems through the 1-3SW imer<;:hange.

Since the volume of traffic and the sqllare footage of development falls below that which was
found acceptable in the BRW report, it appears that the concept would not create traffic problems
that cannot be resolved. However, as the concept continues to be developed, some additional
study of traffic should be made. Specifically, existing traffic volumes at the Round Lake Road
and County Road 96 intersection should be counted and also the volumes at both ramps of 1-35W
and Couuty Road 96. The forecasted traffic volumes from the Gateway Business Center should
then be added to these three intersection volumes and a capacity level of service analysis made. .
Additionally, the BRW report was based on 52 acres of development in the south end of ROllnd
Lake Road, Preliminary analysis of the additional acreage available after development of the
Gateway Business Center indicates that much of it is in wetlands or is difficult to build on. This
would somewhat lhnit the additional traffic, beyond the Gateway Business Center, that cOllld be
added to existing volumes.

Contact should be made with both Ramsey County and MnlDOT relative to the operation of the
intersections along County Road 96. It would be appropriate to begin this as soon as possible so
any potential traffic concerns can be resolved.

If you have questions on our brief evaluation or comments, please call me.

$ah
Q: Cynthia Dnl.ke, SEn
Mike Martinez, SEn
\~f1kgl\<:;C1T...IC.':\WF\pr(lP."h>ci~\QJ01'll:\d1rs!d\Q.....l104.dll.;:
