<br />f~93t3 <br /> <br />. 6,2,2 Pass-by Trips <br /> <br />Pass-by trips are those trips that would already be passing the site along Lexington Ave <br />or County Road E but are attracted to the site when passing through the area. As such, <br />these trips are development-generated trips that are currently a part of the Lexington Ave <br />or County Road E background through traffic. Though it is expected that a Walgreen's <br />drugstore would generate pass-by trips, this was neglected in order to present more <br />conservative results. <br /> <br />6.3 Trip Distribution <br /> <br />Trip distribution refers to the geographic orientation of vehicles approaching or departing <br />the proposed development site. The directional orientation of vehicles was estimated <br />using a TRANPLAN model developed by the Metropolitan Council. The model takes <br />into account the most likely routes to principal roadways which is then translated to a <br />percentage to total site generated traffic. The complete directional orientation can be <br />seen in Figure 6.3-1. <br /> <br />6.4 Trip Assignment I Forecast Volumes <br /> <br />. <br /> <br />The final step of the traffic forecasting process was to assign the estimated new site <br />generated trips to the surrounding roadway system based on the directional trip <br />distribution of traffic.
