<br />r 'J;;6j'3~ <br /> <br />. <br /> <br />8.0 Mitigation Measure for Post-Development Conditions <br /> <br />As shown in the previous section, the traffic operation analysis results for the post- <br />development conditions do not show any operational deficiencies. However, in <br />anticipation to site access points along County Road E for the proposed development, <br />precautionary measures need to be taken to restrict the location of a full movement access <br />point. This needs to be followed to ensure safe vehicle crossing. <br /> <br />Restricting the full access point can be accomplished by a variety of different methods, <br />but for this Traffic Study the following two methods are presented: <br /> <br />I. Extend the median to the Arden Plaza Entrance. Full access to the proposed <br />development site would be located at County Road E and Arden Plaza Entrance. <br />This would allow for a right-in and right-out only access point located <br />approximately 200 feet to the east of Arden Plaza Entrance's intersection with <br />County Road E. <br />2. Leave the existing median inplace and allow the only development site access <br />point along County Road E to be at County Road E I Arden Plaza Entrance <br />intersection. <br /> <br />The access alternatives shown above were developed in collaboration with the Ramsey <br />County Highway Department. <br /> <br />. Choosing to implement the first option above and extending the median back to Arden <br />Plaza Entrance necessitates the existing conditions roadway improvements discussed <br />earlier in this report. If the median is extended and no improvements are made to address <br />the west approach left turn at County Road E I Lexington Ave intersection queuing <br />deficiency, major traffic safety problems will occur at the Arden Plaza Entrance.
