Semper <br />Development Ltd. is proposing the construction of a Walgreens store in the northwest <br />quadrant of County Road E and Lexington A venue in the City of Arden Hills. The <br />development proposal is to construct access points on both Lexington Avenue and <br />County Road E to serve the site. The County has reviewed the traffic study, site plan and <br />existing roadway conditions and wishes to offer the following comments. <br /> <br />I. METHODOLOGY <br /> <br />The methodology used for trip generation assumes that the development will include a <br />14,800 sJ. Walgreens Drugstore. The County concurs with the results obtained for trip <br />generation and distribution. The report assumes that 154 trips will be generated to the site <br />in the p.m. peak hour. The report also conservatively assumes that none of these trips will <br />be pass-by trips. We feel that a large percentage of the trips generated by the site will be <br />pass-by trips already on the roadway system. The amount and overall impact of new trips <br />generated by the development will be negligible compared to the high volumes oftraffic <br />existing on both County Road E and Lexington A venue. <br /> <br />2. TRAFFIC OPERA nONS - LEXINGTON A VENUE <br /> <br />. <br /> <br />The proposed development includes a right-in/right-out access point on Lexington <br />A venue north of County Road E.
