TRAFFIC OPERA TrONS - COUNTY ROAD E <br /> <br />The traffic study goes into detail analyzing the existing conditions along County Road E <br />at the Lexington A venue intersection. The report documents that the eastbound left turn <br />movement currently experiences a level of service "E" in the p.m. peak hour. It also states <br />that the queue for this left turn movement frequently backs up beyond the available <br />storage length. The consultant's recommendation for improving this situation is to modify <br />the traffic signal at County Road E and Lexington A venue to split phase operation <br />(eastbound and westbound run on separate phases) and allow left turns from both the left <br />and center lane on eastbound County Road E. <br /> <br />. <br /> <br />Ramsey County is aware of the heavy eastbound volumes on County Road E in the p.m. <br />peak hour. The eastbound left turn frequently backed up into the eastbound through lane. <br />Last summer the County removed a section of concrete median west of Lexington <br />A venue when County Road E was re-paved. This allows eastbound left-turn vehicles to <br />queue back to the Arden Plaza entrance without backing into the through lanes. The <br />County feels this is a sufficient solution to the existing operation of the County Road E <br />and Lexington A venue intersection. The consultant's recommendation of modifying the <br />traffic signal to split phase may further improve the eastbound left turn; however, may <br />also have a negative impact on many other movements at the intersection as well. This <br />traffic signal is coordinated with the other signals on Lexington A venue at Grey Fox, Red <br />Fox, 694 ramps and County Road F. Any changes to the traffic signal at County Road E <br />may also impact operations at these locations. Ramsey County does not recommend that <br />the signal be changed to spilt phase operation at this time. The minimal impact caused by <br />the addition of new trips from the proposed Walgreens does not warrant such a major <br />revision to traffic operations. <br /> <br />The proposed development includes a right-inlright-out access point on County Road E <br />west of Lexington A venue. Construction of this access point will also require the <br />construction of a median between Lexington A venue and the Arden Plaza entrance. This <br />is the median which we just modified and shortened last summer. Ramsey County will <br />not allow the addition of a right-inlright-out access point on County Road E. Construction <br />of that access point and median will result in a return to the back-up problems that were <br />there prior to last summer. All access to the site from County Road E should be made <br />from the existing Holiday Inn access located across from the Arden Plaza entrance. <br /> <br />. <br /> <br />The developer has also inquired about the construction of a right-in only access to the <br />Walgreens site. Ramsey County will consider this if the access can be designed as "in <br />only" with the proper radius configuration and the median is extended slightly to block to <br />opening. All traffic exiting the site will use either the Lexington A venue access or the <br />existing Holiday Inn entrance across from Arden Plaza. <br />
