<br />ARDEN HILLS PLANNING COMMISSION ~ FEBRUARY 7, 2001 <br /> <br />10 <br /> <br />. <br /> <br />Howard Bruegger, Semper Development, asked if the Commission would prefer a monument <br />sign at the intersection with two changeable copy signs at both entrances on a brick base. <br />Commissioner Sand noted this would be another option and stated it would be up to the <br />Commissioners, <br /> <br />Commissioner Galatowitsch stated she would be in favor of the two monument signs, one at each <br />entrance with the gateway sign at the comer of the intersection. She noted she was not in favor <br />of having the Walgreens sign along with the gateway sign at the intersection. <br /> <br />Jack Forslund, BRW, noted he completed a traffic study of this intersection for the Commission <br />to review. He reviewed the summary sheet of the issues at the intersection of Lexington and <br />County Road E. Mr. Forslund noted an AM and PM study was completed for the existing <br />conditions and with the proposed development. <br /> <br />Mr. Forslund explained there are concerns at this intersection without the development as there <br />are currently vehicles stacking up to turn left unto Lexington. He proposed the center lane on <br />County Road E also be allowed to turn left to reduce the amount of stacking. Mr. Forslund <br />suggested the City increase the size of the median on County Road E to reduce the illegal turning <br />of outgoing and incoming vehicles, <br /> <br />. <br /> <br />Chair Baker asked if Ramsey County was in favor of the proposed suggestions from BRW. Mr. <br />Forslund stated he has been in contact with Ramsey County and noted they were in favor of the <br />proposed changes at this intersection as proposed by BRW. <br /> <br />Chair Baker asked who would incur the expense for these changes. Mr. Bruegger stated Semper <br />Development would be in favor of incurring these expenses. <br /> <br />Commissioner Erickson noted he did not support the two accesses on County Road E. He asked <br />if the Holiday Inn access and the Arden Plaza access were aligned, Mr. Forslund noted both <br />accesses did align at this time. <br /> <br />Commissioner Erickson stated he felt there was an awkward movement of traffic with two right- <br />in and right-out curb cuts. Ms. Chaput stated the ordinance mandates two curb cuts for the <br />proposed development. <br /> <br />Commissioner Erickson noted the extending of the median as suggested was a concern because <br />the County had just removed a portion of it within the last six months. He stated he felt there <br />would be a conflict of traffic between the two entrances along County Road E. Mike Anderson, <br />BRW, noted the proposed curb cut and existing curb cut for Holiday Inn was 180 feet apart. <br /> <br />. <br /> <br />Commissioner Erickson asked ifWalgreens and Holiday Inn could share ajoint easement or curb <br />cut for the entrance to both establishments on County Road E. He questioned if this would be a <br />better or worse situation. Mr. Forslund stated with the three entrances the traffic would be <br />greater disbursed but stated he felt two entrances would suffice. He noted the traffic generated <br />by Walgreens would be much less than a fast food restaurant, bank, or video rental store. Mr. <br />Bruegger concurred. <br /> <br />Chair Baker asked if the agreement with the Holiday Inn could be made a portion of the plat. <br />
