<br />, <br /> <br />Commencing in 1992, it would be the intent of LRA to provide reasonably priced <br />training opportunities at convenient locations throughout the State to enhance the <br />skills of City personnel in such areas as contract administration, grievance <br />handling, discipline, reinforcement and performance appraisal, and other subjects <br />as directed by the committee. We see this expanded effort as integral in <br />developing a consistent professional approach by City personnel to the burdens we <br />continue to face from labor unions and the dictates of State and Federallegislalion. <br /> <br />. <br /> <br />2. LRA will provide recommendations for educational programs for persons assigned, <br />by the subscribers, the responsibility of handling labor relations and personnel <br />matters. <br /> <br />D. GENERAL PROVISIONS <br /> <br />1. Consultant Facilities and Services <br /> <br />In providing the above-stated services, LRA will maintain telephone and FAX <br />services in LRA offices and respond to inquiries from subscribers within three (3) working <br />days. LRA will also maintain the capacity to provide additional labor relations, comparable <br />worth (Pay Equity) and personnel services to individual subscribers either directly or <br />through subcontractors acceptable to LRA. <br /> <br />2. <br /> <br />Consultant Remuneration <br /> <br />e <br /> <br />LRA will be remunerated for the services outlined above through the payment of: <br /> <br />a. A fixed monthly retainer fee; and <br /> <br />b. A fee based on hours worked by LRA Principals and/or Associates. <br /> <br />c. Work performed by LRA personnel for subscribers in addition to the services <br />provided for above will be billed at an hourly rate agreed to by MAMA, <br />Greater Minnesota Cities Labor Relations Committee, and Labor Relations <br />Associates, Inc. in addition to reimbursement for any direct expenses <br />incurred by LRA. <br /> <br />Items (a) and (b) above are subject to an upper dollar remuneration limit each <br />contract year period. Any monies not expended in a contract year will be carried over and <br />be available for payment in following years.
