Basis of Ratinl!s for Proiect Identification <br />Do you believe the existence, or non-existence, of a comprehensive and complete storm <br />water system should be included as a significant factor with the pavement condition <br />index (PCI) in forming the basis of ratings for projects? <br /> <br />C. <br /> <br />Citv Standards <br />. Do you believe curb and gutter and storm sewer standards should exist for all seven <br />(7) ton local streets and nine (9) ton collector streets? <br /> <br />e <br /> <br />. Do you support the Function Street Plan relating to street widths developed by the <br />City Engineer? <br /> <br />D. Proiect Benefit <br />Do you believe the benefit of a reconstructed street is mutual for both the general public <br />and for abutting property owners? To what degree? <br /> <br />E. Assessment Policy <br />The current assessment policy calls for a 50-50 sharing of project cost/market value <br />increase/benefit between residential property owners and the City, The proposed <br />Ingerson project would have had the City paying significantly more than fifty percent <br />(50%), If the City were to pay a higher than fifty percent (50%) share for special <br />assessment purposes, do you think there should be either a corresponding drop in other <br />City services provided, or an increase in the tax levy? <br /> <br />e <br />
