<br />, <br /> <br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE : '---March 12;-2001----- <br /> <br />TO: Joe Lynch, City Administrator, Mayor and City Council Members <br /> <br />FROM: Dwayne Stafford, Public Works Director ~. <br /> <br />SUBJECT: County Road E2 Proposed Cold-In-Place Recycling <br /> <br />Backl!round <br />The Public Works Director had earlier provided the attached memo relating to the <br />County's plan to perform cold-in-place recycling of the County Road E2 pavement this <br />summer in Arden Hills, This issue was also discussed briefly at the February Council <br />, Worksession. <br /> <br />e <br /> <br />At that Worksession, Mayor Probst, explained his concerns that a cold-in-place recycling <br />process may not be the best treatment for this piece of roadway. The Public Works <br />Director noted the City had last fall submitted forms to the County identifying County <br />Road E2 as the City's fourth ranked candidate for county reconstruction, The Director <br />did recommend the City approve the cold-in-place treatment, as it would be at no cost to <br />the City, at a time when other County projects identified for Arden Hills in 2002 could <br />cost the City $700,000, This is according to the County's latest Transportation <br />Improvement Program (TIP) draft. <br /> <br />Technical Advisorv Committee ITAC) Meetinl! <br />The Public Works Director expressed the Mayor's concerns that a cold-in-place recycling <br />process may not be the most suitable treatment for County Road E2, Tim Mayasich, the <br />Ramsey County Senior Design Engineer, indicated ifthe City does not support the <br />cold-in-place recycling process and prefers total reconstruction of County Road E2, the <br />City must let him know as soon as possible, The road would then stay in the non- <br />progranuned status and elevate to a progranuned project based on future ratings, using <br />the County's rating formula, <br /> <br />Recommendation <br />The Public Works Director recommends Council consider this issue at their March <br />Worksession and provide a consensus to staff on either cold-in-place recycling or total <br />reconstruction of County Road E2, <br /> <br />e <br />
