.

.

.

Memorandum, City Hall - Costs
Page Two
March 22,2001

The City would receive a $349.00 credit for the removal of the two (2) outlets from the north
wall.

In addition, an outlet located near the stairs from the administrative office access to the stair
landing on the second story will be moved north along the west wall to remove it from the
general path of stairway traffic. There is no additional cost for this item.

The following items have been identified as cost increases due to the fact that through further
review of design plans and layouts, City staff is requesting these changes. These are also items
that the contractor would need to have a decision on in order to proceed in a timely fashion, as
they are currently constructing walls, and beginning final layouts for office space.

Front Counter Reception Area
The previous plans were bare bones regarding the front counter area. There were no provisions
made for cabinets, drawers, or storage space. The areas for accommodating handicapped
accessibility, according to Americans with Disabilities Act (ADA), were not in full compliance.
The areas were originally designed for wheelchair access in a "side-straddle" fashion in the area,
and the writing counter space available was only about six inches (6") wide, so completing
applications, permits and other paperwork would be diflicult. We've asked the architect to look
at making a full eight inch (8") depth, to allow full front access. Also, other changes to this area
would include built-in cabinets and file drawers, as well as an area in the front counter to store
necessary paperwork (i.e., permits, etc.) for easier access and distribution to applicants.

The net changes to the area are estimated at $10,636.00. This includes new countertop space,
built-in cabinets and drawers, and changes to the ADA compliant areas. Staff would recommend
that the City Council authorize these changes to reflect a space that is fully handicapped
accessible, and provides for more visually effective and efficient storage area for access of
documents and information for distribution to the public.

Community Room
The downstairs community room had originally been planned to be cement block walls with bare
pipe exposure and painted surface. Due to the fact that we have expanded the basement to full
length, the community room has expanded in size, and will probably also expand in terms of
function and flexibility. 1 don't believe it's appropriate for the general public, classrooms, or
Army National Guard training take place in a space that doesn't reflect the overall quality and
value of the facility. The cost to enclose the space with sheetrock, taping and painting, as well as
carpet instead of tile flooring is estimated at $7,699.00.

StafT recommends that the City Council approve this community room change to allow for a
finished wall and carpet look.
