<br />~ <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: March 20, 2001 <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Jennifer Chaput, City Planner ri! <br /> <br />SUBJECT: Case #00-45, Lot Split/Variance/SUP/Site Plan Review <br />NW Quadrant of County Road E & Lexington Avenue <br /> <br />Request <br />The applicant has made the following requests for the property located in the Northwest quadrant <br />of County Road E and Lexington A venue, zoned B-2, General Business District: <br />1. a lot split of the property located at 1201 County Road E creating two parcels from one; <br />2. a variance from Section 6 (D) #1 (b), proximity to drive-in businesses; <br />3, a Special Use Permit for a drive-in business in a B-2 District; and <br />4. a site plan review of a proposed Walgreens on the newly created parcel. <br />All of the required plans for the applications were provided to the City Council in the February <br />26,2001, City Council packet. <br /> <br />Backl!round <br />The Planning Commission beard the applicant's request at the January 3,2001 Planning <br />Commission meeting. The applications were tabled, pending submission of additional <br />information, and heard again at the February 7, 2001 Planning Commission meeting, A <br />recommendation was made to the City Council, heard at the February 26, 2001 City Council <br />meeting. The City Council tabled the application until the March 26,2001, regular meeting for <br />clarification of some issues. <br /> <br />On March 15, a resident identified an issue with the minor subdivision, in turn effecting all of the <br />applications, The minor subdivision application, creating two parcels from the existing Holiday <br />Inn site, eliminates all landscape area from the Holiday Inn, It was pointed out to staff that the <br />Holiday Inn was developed with all of their landscape requirements on the eastern portion of the <br />site (where Walgreens proposes to locate) and by subdividing that area from the Holiday Inn, <br />they become nonconforming by landscape area, Staff alerted the applicant, City Council and the <br />Planning Commission to this issue, after further research, The City Council was again informed <br />of this information at the Worksession on March 19 and was informed that this Planning Case <br />would come before them at the next regular meeting with a staff recommendation for final <br />action, <br />
