<br />Subwatershed l3b: Marsden Lake <br /> <br />Policies: <br /> <br />A.3, B.l, B.2, B.3, B.4, B.5, C.l, C.2, C.3, C.4, C.5, D.l, D.2, E.l, E.2, E.3, <br />E.4, E.5, and F <br /> <br />The Marsden Lake subwatershed covers approximately 2.28 sq mi. Marsden Lake is actually <br /> <br /> <br />a large DNR protected wetland complex located within the Twin Cities Army Ammunition <br /> <br />Plant boundary. Karth and Sunfish Lakes also exist in this subwatershed. Karth Lake is <br /> <br /> <br />landlocked; Sunfish Lake is used as a walleye rearing pond by the DNR. The low flow rates <br /> <br /> <br />from this subwatershed are not presently, or projected to be, a District conce~. However, <br /> <br /> <br />uncertainty over the long-range plans for the munitions plant property has led the District to <br /> <br /> <br />include this subwatershed in tbe policy area requiring full runoff rate control. <br /> <br />The District has worked with the U.S. Army to help manage excess treated groundwater <br /> <br /> <br />from on-going remediation efforts at the plant. These water management studies combined <br /> <br />with the Comprehensive Stormwater Management Plan for Ramsey County Ditch I, <br /> <br /> <br />prepared by the District, provide a large amount of reference material addressing existing <br /> <br />drainage conditions. <br /> <br />Subwatershed l3c: Upper Rice Creek <br /> <br />Policies: <br /> <br />A.3, B.I, B.2, B-3, B.4, B.5, C.I, C.2, C.3, C.4, C.5, D.l, D.2, E.I, E.2, E.3, <br />E.5, and F <br /> <br />This subwatershed covers approximately 11.3 sq mi and consists of numerous discharge <br /> <br /> <br />points to Rice Creek above Long Lake. This area has undergone intense development during <br /> <br /> <br />which the District has required full rate control measures to be implemented. The three- <br /> <br /> <br />phase modeling study performed by the District identified this general subwatershed area to <br /> <br /> <br />be a major concem for controlling stormwater runoff rates within lower Rice Creek. <br /> <br />The District has constructed an online sedimentation basin at the outlet for this <br /> <br /> <br />subwatershed which intercepts coarse sediment prior to entering Long Lake.
