Based upon a citizen complaint about the lack of buoys indicating the 250 foot <br />distance from shore for the enforcement of the 5 m.p.h. speed zone, the Council did desire to <br />hear public comment on the enforcement of that regulation. The direction given to the City <br />Attorney was to draft changes to the ordinance reflecting either change the mandatory placement <br />of the buoys to permissive language or removal of the section. <br /> <br />Enclosed within is a copy of the draft changes to Chapter 12 (Lake Surface Use Regulations) of <br />the City Code with the changes to section 12-19 making it permissive for the City to place buoys <br />in Lake Johanna and enforce the 250 foot 5 m.p.h. speed zone. <br /> <br />A copy of the letter received from City Attorney Filla is enclosed for your reference and <br />information as well as a copy of our complete Chapter 12 (Lake Surface Use Regulations). <br />Those portions recommended for deletion are shown in strikeout and those portions that are new <br />to the ordinance are shown in italics. Also included is a copy of Ordinance 181 which is the <br />original ordinance regulating the surface use of the waters at Lake Johanna including the lake <br />zoning map referred to in the original language. Those portions of the original ordinance with <br />the specific section in Chapter 12 are noted. <br />
