<br />e <br /> <br />e <br /> <br />e <br /> <br />D <br /> <br />[ r~."'" <br />f~~'c. r- t <br /> <br />ARDEN HILLS CITY COUNCIL - JULY 9, 2001 <br /> <br />5 <br /> <br />MOTION: <br /> <br />Council member Aplikowski moved and Council member Grant seconded a motion <br />to approve and accept the public improvements subject to the condition of a <br />deposit of $10,000 escrow pending final approval by the city engineer or until <br />further authorization from the City Council and to direct staff to set a timeline. <br />The motion carried unanimously (4-0). <br /> <br />F. Keithson Pond Easement Acquisition, Proposed Settlement <br /> <br />Mr. Post explained the proposed settlement and referenced the attorney letter noting the fairness <br />of the offer. <br /> <br />MOTION: <br /> <br />Mayor Probst moved and Councilmember Aplikowski seconded a motion to <br />approve the provisions of the stipulation settlement agreement and direct staff to <br />satisfY all requirements related thereto. The motion carried unanimously (4-0). <br /> <br />ADMINISTRATOR COMMENTS <br /> <br />Mr. Lynch stated the Minnesota Army National Guard has agreed on a date and time to meet to <br />determine where to draw a boundary line. He noted the meeting would be on Thursday, July 12, <br />2001, at 8:30 am in the Council Chambers. <br /> <br />COUNCIL COMMENTS <br /> <br />Councilmember Grant stated the Operations and Finance Committee would meet on July 19, <br />2001. He noted he would contact the County to ensure the Committee has an RFQ in order to <br />prepare for that meeting. <br /> <br />Councilmember Aplikowski stated she attended the wrap up meeting of the Day in the Park <br />Committee. She noted the Committee's concern about how the council felt about the event. She <br />added a suggestion for a formal thank you from the council for all the people on that committee. <br />She added they wanted to do it again with a smaller version next year. She stated many would be <br />eager to continue. She asked if the committee would handle the new city hall dedication. <br />Mayor Probst responded he had presumed they were going to handle the dedication or at least <br />assist with it. He stated there was an open issue to be resolved. He noted at the old city hall <br />there were a couple of trees and a plaque that had been purchased by families as a <br />commemoration. He added the trees were not transplantable and he thought they should either <br />plant one or dedicate one. He stated the families should be consulted and the dedication could be <br />part ofthe city hall dedication ceremony. <br /> <br />Councilmember Aplikowski suggested the city hall dedication be handled on September 29, <br />2001 with the big banquet on Saturday and something for the businesses on Friday. She stated <br />the Arden Hills, Shoreview and New Brighton historical society would be hosting a meeting on <br />the Arsenal property on August 2, 200 l. She noted the former private TCAAP landowners were <br />being invited back. She added Shoreview could supply tents if needed. She added there would <br />be a New Brighton and Mounds View environmental government affairs meeting that would <br />focus on the 1-35W Corridor Coalition on Tuesday, July 17 from 7:30 to 8:30 am. <br />
