<br />Memorandum - Mayor & City Council <br />July 27, 2001 <br />Page 2 <br /> <br />. <br /> <br />~ The Council has a fiduciary responsible to maintain the infrastructure in the City of <br />Arden Hills. <br /> <br />~ The City Council should consider the overlay option before a street reaches a condition <br />for reconstruction. <br /> <br />Greg Brown, Tom Moore, and I met to discuss how to present the Standards and the decisions <br />the City Council will need to make to proceed with developing a Pavement Management Plan for <br />the City of Arden Hills. We reviewed some of the previous information and began discussing <br />how the City fits the Standards in regard to type, function, and need for drainage for each of the <br />streets. I directed Greg to prepare the enclosed information indicating an option to look at <br />identifYing streets by type -- collector, local, or non-through - and assign a curb type for each, as <br />well as a width for each, and to show that graphically on the enclosed map. I asked Greg to also <br />depict the type of streets separately in a 3-dimensional representation. I am hoping this will give <br />you a better idea of the look of a collector street, 32 feet wide with B 6-18 curb and gutter, a <br />local B 6-12 curb and gutter street 28 feet wide, and a 24 foot surmountable curb, non-through <br />street from a 3-dimensional perspective. <br /> <br />Those Standards that we need to consider and establish are as follows: <br /> <br />. <br /> <br />.. Street Function (local, collector, and non-through) - We have assumed at this point that <br />each ofthe roads would be built to a 9-ton standard. One of the concepts we talked about <br />is the possibility of building all roads to the same standard thereby eliminating the need <br />for road restrictions in the spring. <br /> <br />.. Street Width - Again, as proposed above, the width would be related to the type of street <br />and the drainage related to the street width. <br /> <br />.. Drainage <br />- Curb and Gutter <br />Retention Ponds <br />- Storm Drain Pipe <br /> <br />.. Aesthetics <br />Landscaping <br />- Trails/Sidewalks <br />- Street Lighting <br />- Striping <br /> <br />At the conclusion of the meeting we should have the direction we need to go forward with . <br />preparing a Pavement Management Plan by the end of this calendar year. <br />
