<br />. <br /> <br />. <br /> <br />. <br /> <br />r <br /> <br />~ <br />~~ILLS <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: July 26, 2001 <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Mike Cronin, Interim City Plannerd~1'1G <br /> <br />SUBJECT: Case #01-15, Codification <br />City of Arden Hills Flood Plain Ordinance (First Review) <br /> <br />Request <br /> <br />The City of Arden Hills requests codification of the Flood Plain Ordinance (Exhibit A) into the <br />Zoning Ordinance as a new Section 13 - Flood Plains, and adoption of the present Flood Plain <br />Area Map and the delineated Floodway and Flood Fringe Districts as an overlay to the City's <br />Zoning Map. <br /> <br />Back~round <br /> <br />The Flood Plain Ordinance, Ordinance #283, was reviewed and adopted in October 1991. <br />During the City's codification process, the decision was made this Ordinance should be <br />incorporated into the Zoning Ordinance. <br /> <br />The city is required to adopt and enforce regulations for development within Flood Plain areas, <br />the affected areas in the City are unchanged from those originally mapped by the Federal <br />Emergency Management Agency, and the regulations are enforceable and working well. <br />Therefore, no amendments to the original ordinance are proposed as part of this codification. <br /> <br />The mapped flood plain areas are divided into three districts. In the Floodway district, where the <br />prevention of any obstruction to the flow of floodwaters is the objective, no permanent structures <br />are permitted. In the Flood Fringe district, the objective is prevention of damage from flooding <br />and the preservation of flood water storage capacity. Development is generally permitted in the <br />Flood Fringe district if elevated above the predicted flood elevation, or depending on the use, <br />through flood proofing construction techniques. The specific regulations are found at 9.5-29 in <br />the Ordinance. <br /> <br />The Ordinance also provides for variances (9.5-43), regulation of non conforming uses (9.5-61) <br />and adoption ofthe Flood Plain Map (9.5-12). <br /> <br />1 <br />
