Other intersecting streets stop for County Road I traffic <br /> <br />3.0 PROJECT NEEDIEXISTING DEFICIENCIES <br /> <br />The following discussion describes the deficiencies and needs for the project and is based on <br />the 200 I conditions of the corridor. <br /> <br />Inconsistent with Plans. County Road I is designated as a B Minor Arterial. It is the only <br />through east/west route between I-35W and T.H. 49 for a distance of one mile to the <br />north and two miles to the south. The existing road is inconsistent with the Ramsey <br />County and adjacent Cities' Transportation and/or Comprehensive Plans. The existing <br />road does not provide an adequate east-west corridor as shown in the comprehensive <br />plans. <br /> <br />Significant congestion occurs at the County Road I and Lexington A venue during the <br />morning and aftemoon peak hours. <br /> <br />Capacity and turning deficiencies pose safety concerns for corridor users. In many <br />locations, turns are made from the through lanes since there are no turn lanes. This <br />reduces the capacity of the roadway and poses a traffic hazard for both the turning vehicle <br />and through traffic. <br /> <br />Safety concerns are an important consideration in the need for upgrading County Road 1. <br />Many of the deficiencies described above result in increased congestion and traffic <br />hazards. Addition of right and left turn lanes and other design improvements are required <br />to improve public safety under existing and future traffic volumes. <br /> <br />4.0 PROPOSED IMPROVEMENT <br /> <br />4.1 Design Standards <br />The project will be designed in accordance with MnlDOT State Aid standards for urban <br />arterials. Signing and striping will be in accordance with the Minnesota Manual on Uniform <br />Traffic Control Desices. <br /> <br />4.2 General Project Description <br />The proposed improvement will be a combination of reconstruction, realignment and <br />recycling of existing pavement.
