Organic soils extend 1000 <br />feet along the length of the project and reach a depth of 23 feet. The existing TCAAP road <br />has partially consolidated the soils. Excavation is not recommended due to the depth of the <br />organic soils and the close proximity of the aqueducts. Likewise. a floated embankment is <br />not recommended because it will induce lateral pressures on the aqueducts. Also, the <br />partially consolidated soils will cause a floated embankment settle unevenly. A land bridge <br />across 1000 feet is very expensive. There is no good approach to correct the organic soils <br />for Alternate 4. <br /> <br />5.5 Recommended Alternate <br /> <br />With input from the Cities of Shoreview, Arden Hills, and Independent School District 621, <br />an abbreviated version on Alternate 3 (as described in section 4.0 and shown on Sheet 1,2, <br />and 3) has been chosen. This alternate has been chosen because it corrects the congestion <br />problem at County Road I and Lexington A venue by allowing installation of a traffic signal <br />at a single intersection. <br /> <br />Given the relatively low traffic volumes, the uncertainty about future TCAAP development, <br />the environmental constraints, the unstable soils, and the high cost of construction, the Cities <br />and County have determined that full construction through to Hamline Avenue is not <br />warranted at this time. <br /> <br />!, T!,,, h::' <br /> <br />:\U::\J.\: <br /> <br />;\-.
