<br />Alternate 4 is the most direct path. County Road I would extend straight through
<br />between Hamline A venue and Lexington A venue, south of its existing alignment. This
<br />alignment requires no curves or 90-degree turns.
<br />
<br />The key points of Alternate 4 are:
<br />. 3.4 acres of Marsden Lake, a DNR protected water, are filled.
<br />. Pedestrian/traffic conflicts at the Turtle Lake School are improved.
<br />. Ramsey County open space property is not impacted.
<br />. The St. Paul Water Utility conduits are not crossed.
<br />. Alternate 4 is the most costly to construct due to unstable soils.
<br />. It requires the removal and replacement of the perimeter road and fence of the Twin
<br />Cities Army Ammunition Plant between Hamline A venue and Lexington A venue.
<br />. Test wells may be impacted on the Twin Cities Army Ammunition Plant property
<br />and may need to be replaced.

<br />5.4 Geotechnical Engineering for the Alternates
<br />
<br />Ramsey County hired American Engineering Testing to perform geotechnical engineering
<br />for a reconstruction of County Road I between Shutta Road and Lexington A venue. The
<br />consultant reviewed Alternates 2, 3, and 4. All of the alignments encounter poor soils.
<br />
<br />Alternate 2 encounters organic soils on the Ramsey County Open Space west of Hamline
<br />A venue. Alternate 2 crosses 600 feet of organic soils at depths up to 26 feet. The consultant
<br />recommended construction of floated road embanianeni utiilzing wood chips.
<br />
<br />Alternate 3 encounters poor soils east of Hamline Avenue on the C.W. Houle property..
<br />Alternate 3 crosses 250 feet of organic soils. Due to the relatively short length of poor soils
<br />and the close proximity of the organic soils to the aqueducts, the consultant recommended
<br />construction of a land bridge. Alternate 3 is the easiest to construct from a soil engineering
<br />point of view.
