.

.

..

~

4.

Was the hardship created by the properly owner?

The hardship was not created by the property owner. This water tower has
been in place since the '60's when Control Data installed it in order to provide
[lTe protection to the building, as the City's service was not available at the
time.
The need to seek a variance in order to place additional monument signs on
Lexington Avenue was not a hardship created by the building owner. The
lease language was put in place by previous ownership. Guidant Corporation
is a significant employer in the City of Arden Hills and we believe it is
important to advertise this fact on the main street of Lexington Avenue.

5. Will granting this variance alter the essential character of the neighborhood?

Granting this variance will not alter the essential character of the
neighborhood as the water tower has been in existence for the past 30+ years.
Granting the variance for additional signage on Lexington Avenue will not
alter the essential character of the neighborhood due to the size of the land
parcel in question. The length of the street frontage in conjunction with the
elevation differences (i.e. there is a hiIJ/slope between the two proposed sign
locations) suggests that two signed locations would not be extreme.
