Memorandum, Recodification
November 16,2001

3

-.

Cost
A summarY-D[-e*peI'Ises-forthe-codification projectis-enc1osed foreouncil information.
Staff believes these expenses are all-inclusive; however, there was no opportunity for the
City's Accountant to review them.

As for American Legal Publishing, according to Mr. Bollhauer, the City has no further
financial obligations to them. The only outstanding cost-related items will be the
required staff time for implementation, publication and attorney review.

Draft Ordinance Summary for Publication
We have used a combination of a suggested ordinance summary from American Legal
Publishing and from City Attorney Filla to compose the summary that staff is suggesting
be considered by the City Council.

Action Requested
Staff suggests that the Code of Ordinances become effective with publication, as close to
the new year as possible. The Council can adopt the code at either their November 26th
or December lOth meeting, and staff will then coordinate the publication. Staff needs to
confer with City Attorney Filla on whether the effective date on the ordinance summary
can read "This ordinance shall become effective January 1, 2002 and following its
publication."

.

CC: City Attorney Filla

.
