<br />Emergency Operations Plan <br />Page 2 <br />November 16, 2001 <br /> <br />'. <br /> <br />I have also included a brief paper by the Public Entity Risk Institute entitled "Local Government <br />Preparation for Bioterrorist Acts", that gives you a little background on some ofthe things that <br />the City should begin looking at in terms of what we would need to do to be more prepared for <br />bioterrorist acts and ensuring both the continued operation of the government of the City of <br />Arden Hills and the safety ofthe residents. <br /> <br />I have also included papers that have recently come out in a symposium entitled "Community <br />Response to the Threat of Terrorism" by the Public Entity Risk Institute. On September 13, the <br />Introduction and Overview was published on the web along with an interactive site for comments <br />and feedback. On September 14 the article entitled "Public Works and Terrorism" was <br />published. On September 16 an article entitled "Chemical and Bioterrorism" was published and <br />on September 19, "Fire Departments Emergency Management Services", "Emergency <br />Management Agencies", and "Emergency Medical Response to Terrorist Incidents and Hoaxes". <br />These series of articles are designed to help communities examine their emergency operations <br />plans, evaluate their preparedness, respond to the questions that are asked at the end ofthe <br />prepared information, and provide feedback to their local elected officials on what changes. if <br />any, need to be made to their plans. <br /> <br />. <br /> <br />I have also included a management document that the Public Entity Risk Institute published for <br />emergency management system directors, managers, administrators, and anyone else trying to <br />deal with determining the effectiveness of their emergency management plan and emergency <br />management structures. The title of the document is "Characteristics of Effective Emergency <br />Management Organizational Structures", and provides a check list and a series of follow up <br />questions for examination by anyone related to the delivery of emergency management services <br />or the set up of emergency management operations plans. It is a example on what to consider <br />having in your emergency management plan, how to evaluate the effectiveness of your current <br />plan, and to provide a method of change for inclusion of events not originally included in your <br />emergency operations plan, <br /> <br />The most valuable pieces of information I took away from the symposium and the evaluation <br />tool, is the City of Arden Hills should consider asking the following questions: <br />. Where are we vulnerable? <br />· What is in the City of Arden Hills which might be a tempting target for terrorists? <br />· What visits by VIPs or foreign dignitaries are schedule which might attract terrorists or <br />terrorist acts? <br /> <br />These three questions serve as a basis for the beginning of the evaluation of the Emergency <br />Operations Plan in terms of being able to identify, respond to, and deal with terrorist acts or <br />bioterrorism. <br /> <br />. <br /> <br />RECOMMENDATION <br />
