<br />properties shall be regulated as provided in the section "Special Sign Types" <br />E. Any sign display or device allowed under this section may contain, in lieu of other <br />copy, any otherwise lawful noncommercial message that does not direct attention to a <br />business operated for profit, or to a commodity or service for sale, and that complies with <br />the size, height and lighting requirements of this section. <br />F. Any political campaign sign in compliance with Minnesota Statute 211B.045. <br />G. Any sign placed within the right of way ofa roadway with the permission and <br />approval ofthe roadway authority <br /> <br />SECTION V. PROHIBITED SIGNS <br /> <br />Prohibited Si!!ns. The following signs shall be prohibited in all zoning districts. <br />A. Signs with moving or swinging parts. <br />B. Flashing signs, except when used to provide primarily time and temperature or other <br />public service information and not to exceed 25% of the area of the sign face. <br />C. Roof signs, a sign mounted on the roof of a building or on a parapet wall <br />D. Projecting signs, a sign, other than a wall sign, that is attached to and projects from <br />the building facade <br />E. Off premise, billboard or advertising signs, or any sign that directs attention to a <br />business, service, product or event not related to or on the premises where the sign is <br />located. <br />F. Product signs <br />G. Any sign not constructed, wired, assembled, attached or supported in conformance <br />with applicable building or other codes and regnlations. <br />H. Any sign not specifically permitted in this section. <br /> <br />SECTION VI. REGULATION BY SIGN DISTRICT <br /> <br />Re!!ulation bv Si!!n District. For the purpose of regulation of signs, the following nine sign <br />districts are adopted. <br /> <br />1. All residential properties zoned R-l or R-2 <br />2. All non residential uses in any residential, R-I through R-4, zoning district <br />3. All residential properties zoned R-3 and R-4 <br />4 All properties fronting on Cty Rd E east ofHwy 51 <br />5. All properties fronting on Lexington Avenue South of! 694 <br />6.
