<br />- <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Memo to Mayor and City Council <br />May 23, 2002 <br />City Accountant/City Treasurer <br /> <br />3 <br /> <br />Option B: <br /> <br />Council could find that the City Accountant and City Treasurer position is one, <br />and continues to be one position performed by the same pcrson. This would <br />indicate to Mr. Post that it is your expectation that he needs to do both parts of his <br />job. If he continues to indicate his unwillingness to do a part of his job, Council <br />will have to consider discipline, including termination for failure to perform his <br />job. <br /> <br />Recommendation <br /> <br />While there is some merit to the argument being presented by Mr. Post about expressing an <br />indcpcndent voice regarding policy and managcrnent decisions, Mr. Post has that ability now. <br />Separation of the duties of City Accountant and City Treasurer would not be advisable for <br />several reasons: <br /> <br />. Physically and financially the City cannot afford another part-time or full-time <br />position. <br />. This position has functioned well for ten (l0) years and the duties have been <br />capably fulfilled by a single person. <br />. Shifting this responsibility to another position changes the priorities and possibly <br />changes the skills and abilities required for that position. It also would mean that <br />other tasks would either not be done or shifted to others, possibly reaching a level <br />whcre skills and abilities would be unable to get those jobs done. <br /> <br />I recommend the following: <br /> <br />. Find that thc position of City Treasurer is necessary in thc City of Arden Hills. <br />. Find that the position of City Treasurcr is not a voluntary position, and has not <br />been since July 27,1992. <br />. Find that the dutics and responsibilities of City Treasurcr, as determined by State <br />Law, and as rcquired by the City from time to time, can be performed by one <br />person in one position, City Treasurer/City Accountant. <br />. Find that the duties and responsibilities of City Treasurer should be specifically <br />denoted in the job description of City Accountant, if you find there is not <br />sufficient evidence of such requirements in the current description. <br />. Find that both positions have been perfonned by Mr. Post for the last ten (10) <br />years. <br />. Find that both positions should continue to be performed by Mr. Post as the City <br />Accountant. <br />. Find that if Mr. Post indicates refusal to perform the duties of City Treasurer as <br />found necessary and as directed by Council, Mr. Post be informed that he could <br />be terminated for insubordination and failurc to perform his job as directed. <br />
