Resolution ##02-42 a resolution to order an alternative urban
areawide review (AUAR) for the Guidant Campus in the City of
Arden Hi11s.

Overview

In anticipation of their Preliminary Plat and Master Plan PUD application, Guidant would like to
begin the environmental review process required under the Minnesota Environmental Policy Act.
Further, State Rules require that an environmental review be conducted given the scope of
development being proposed. As the Responsible Governmental Unit (RGU), the City must
make the determination on what type of environmental review is most appropriate. At this point,
the two options consist of an Environmental Impact Statement (EIS) or and Alternative Urban
Areawide Review (AUAR). In this particular instance, since development wi11 be phased in over
a period of time, an AUAR is the preferred method for environmental review. See the attached
information sheets for specific information on the AUAR process.

. To initiate the AUAR process, the Council must formally order that the AUAR be completed. A
resolution ordering the AUAR to be completed is attached for your review. Once ordered, the
following scheduled and process wi11 be adhered to:
