<br />--- <br /> <br />. <br /> <br />Page 2 <br />September 6, 2002 <br />Planning Case #02-18 <br /> <br />Staff will provide additional comments if necessary at the Monday meeting after a more <br />thorough evaluation has been completed. <br /> <br />Staff Recommendation <br /> <br />Staff recommends approval of Planning Case #02-18 with the following conditions: <br /> <br />. <br /> <br />I. Placement of ftre hydrants every 500 feet around building including the rear side of <br />the building. Hydrants need to be within 100 feet of Fire Department connection. <br />2. A ftnal utility plan be submitted to the City Engineer for his approval. <br />3. A ftnal grading and drainage plan be submitted to the City Engineer for his approval. <br />4. A masonry trash enclosure be provided using materials that match the primary <br />building. <br />5. The applicant submit a landscape performance bond or other surety for 125% of the <br />cost of materials and installation valid one full year from the date of installation. <br />6. A PUD Permit and Development Agreement be approved by the City Council prior to <br />the issuance of a building permit. <br />7. City may disallow seasonal flower sales if parking is inadequate to serve the proposed <br />retail space. <br />8. The applicant has the existing rail line vacated prior to the issuance of a Certiftcate of <br />Occupancy. <br />9. The applicant obtains all necessary permits from the Rice Creek Watershed District <br />and Ramsey County; <br />10. Compliance with the applicable provisions of the Zoning Ordinance. <br />II. Reconstructing the median north of the railroad tracks to provide a longer left turn <br />lane as approved by the Ramsey County TraffIc Engineer. <br />12. Prohibiting outbound left turns at the Lexington Avenue access. <br />13. Reconstructing Grey Fox Road to a four lane width between Lexington Avenue and <br />the back entrance ofthe development as approved by the City Engineer. <br />14. Provide the County with a new coordinated traffIc signal timing plan for the <br />interconnected system between County Road E and 1-694. <br />IS. Provide an updated trafftc study for review and approval by the Ramsey County <br />TraffIc Engineer prior to the issuance of a building permit. <br /> <br />Deadline for Al!:encv Actions <br /> <br />The City of Arden Hills received the completed application for this request on July IS, 2002. <br />Pursuant to Minnesota State Statue, the City must act on this request by September 13, 2002 (60 <br />days), unless the City provides the petitioner with written reasons for an additional 60 day review <br />period.
