--- . Page 2 September 6, 2002 Planning Case #02-18 Staff will provide additional comments if necessary at the Monday meeting after a more thorough evaluation has been completed. Staff Recommendation Staff recommends approval of Planning Case #02-18 with the following conditions: . I. Placement of ftre hydrants every 500 feet around building including the rear side of the building. Hydrants need to be within 100 feet of Fire Department connection. 2. A ftnal utility plan be submitted to the City Engineer for his approval. 3. A ftnal grading and drainage plan be submitted to the City Engineer for his approval. 4. A masonry trash enclosure be provided using materials that match the primary building. 5. The applicant submit a landscape performance bond or other surety for 125% of the cost of materials and installation valid one full year from the date of installation. 6. A PUD Permit and Development Agreement be approved by the City Council prior to the issuance of a building permit. 7. City may disallow seasonal flower sales if parking is inadequate to serve the proposed retail space. 8. The applicant has the existing rail line vacated prior to the issuance of a Certiftcate of Occupancy. 9. The applicant obtains all necessary permits from the Rice Creek Watershed District and Ramsey County; 10. Compliance with the applicable provisions of the Zoning Ordinance. II. Reconstructing the median north of the railroad tracks to provide a longer left turn lane as approved by the Ramsey County TraffIc Engineer. 12. Prohibiting outbound left turns at the Lexington Avenue access. 13. Reconstructing Grey Fox Road to a four lane width between Lexington Avenue and the back entrance ofthe development as approved by the City Engineer. 14. Provide the County with a new coordinated traffIc signal timing plan for the interconnected system between County Road E and 1-694. IS. Provide an updated trafftc study for review and approval by the Ramsey County TraffIc Engineer prior to the issuance of a building permit. Deadline for Al!:encv Actions The City of Arden Hills received the completed application for this request on July IS, 2002. Pursuant to Minnesota State Statue, the City must act on this request by September 13, 2002 (60 days), unless the City provides the petitioner with written reasons for an additional 60 day review period.
