<br />URS <br /> <br />I <br /> <br /> <br />Introduction <br /> <br />Pavement <br />Management <br />Program <br />Philosophy <br /> <br />On September 30, 2002 the Arden Hills City Council authorized the preparation of a <br />feasibility study for the 2003 Pavement Management Program, The proposed 2003 <br />Pavement Management Program consists of the proposed reconstruction and <br />rehabilitation of the Ingerson and the Karth Lake East neighborhoods respectively, The <br />Ingerson neighborhood is located in the southeast quadrant of Arden Hills, west of <br />Lexington A venue, The Karth Lake East neighborhood is located in the northwest <br />quadrant of Arden Hills between Karth Lake and Lexington Avenue, Exhibits 1 and 14 <br />show the project locations, <br /> <br />The current Pavement Management Program policy was adopted by the Council during <br />the Fall of 2001. The adopted city approach to pavement management is based upon <br />considering neighborhoods as a whole, The City has implemented a pavement <br />management program, which includes field surveying each roadway every three years <br />to monitor its conditions, identify trends and extrapolate pavement life expectancies, <br />This survey measures all of the pavement distresses within a road segment and results <br />in a numerical Pavement Condition Index (PCI) unique to each particular road <br />segment. To implement a maintenance program, specific rehabilitationlreconstruction <br />treatments are recommended based on the PCI values of the street. The following table <br />illustrates the generally recommended treatment for a given PCL <br /> <br />pel <br />100,81 <br />80,61 <br />60-0 <br /> <br />TREATMENT <br />Spot Repair, Crack Seal and Seal Coat <br />Mill and Overlay <br />Complete Reconstruct <br /> <br />In addition to surface PCI ratings, issues such as drainageltlooding, water quality <br />improvements, conformance with standards and utility condition are considered when <br />developing the recommended priority for reconstruction and rehabilitation of City <br />pavements, This approach allows for the City to address storm drainage and water <br />quality issues which typically cannot be effectively solved on a street by street basis, In <br />addition, the neighborhood approach provides some economy of construction costs and <br />limits impacts to neighborhoods for one season instead of multiple seasons over a <br />period of several years, The five year Pavement Management Program outlined in the <br />Spring of 2002 identifies the Ingerson neighborhood for reconstruction and the Karth <br />Lake East neighborhood for rehabilitation (mill and overlay) in 2003, <br /> <br />This feasibility report is organized in three parts as follows: Part 1: Ingerson <br />Neighborhood Improvements; Part II: Karth Lake East Neighborhood Improvements <br />and Part III: Project Costs, Funding and Schedule, Parts I and II essentially describe <br />the existing conditions and proposed improvements and alternatives and issues, Part III <br />is a comprehensive summary of the entire project costs, funding sources and timeline, <br />Appendixes include exhibits, detailed cost estimates, preliminary assessment roles, <br />assessment calculation information and public meeting minutes, <br /> <br />4 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />, <br />I <br />
