The contract will also stipulate that all <br />neighborhood streets will be passable at all times during the constmction period for <br />local traffic, <br /> <br />D. <br /> <br />Summary <br /> <br />The Ingerson Neighborhood and the Karth Lake East neighborhood are at the top of <br />the City's priority lists for pavement reconstmction and pavement rehabilitation work <br />respectively. The Ingerson neighborhood pavements do not meet city standards and <br />continue to deteriorate at a steady pace, Several drainage issues exist within the <br />neighborhood due to substandard drainage systems or no drainage infrastmcture at all. <br />Runoff from the neighborhood flows untreated into natural water bodies including <br />Lake Josephine, The Karth Lake East neighborhood pavements are approximately 24 <br />years old and are in need of rehabilitation before the pace of their deterioration <br />accelerates. <br /> <br />The improvements outlined in this report will bring the Ingerson neighborhood up to <br />standards and bring new pavement life into the Karth Lake East neighborhood, Equally <br />important, the proposed drainage improvements will enhance the water quality of Lake <br />Josephine, Lake Johanna and Karth Lake within the City of Arden Hills, <br /> <br />Project costs, as illustrated herein, are reasonable and representative of the proposed <br />scope of improvements. Although the overall cost of the proposed 2003 PMP <br />Improvements Project is significant, the City has not invested a significant amount of <br />funding into the City's pavement and drainage infrastructure since 1998 and therefore <br />the City's State Aid balance has grown substantially as have the general funds annually <br />earmarked for PMP projects, The scope of the project should also help the City realize <br /> <br />t8 <br /> <br />I <br />J <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />, <br />I <br />
