Assistance with joint cities' efforts to deal with proposals to modify Minnesota labor <br />relations legislation. LRA personnel will analyze proposed legislation and/or help <br />draft proposals which meet cities' needs. <br /> <br />2. Assistance with cities' joint efforts to establish and maintain regional and/or state- <br />wide labor/management relations committees with unions representing the same <br />job classification in different cities. <br /> <br />3. Assistance with cities' joint efforts to establish multi-employer and/or regional <br />bargaining relationships with unions representing the same class of employees in <br />multiple cities. <br /> <br />4. Maintenance of a data base on a current basis for the job classifications of police <br />officer, firefighters, and public works maintenance available to cities by computer. <br /> <br />5. Assistance by computer, telephone, or FAX to cities with regard to grievances, <br />personnel policies and practices, responses to administrative agencies, <br />negotiations strategies, employee discipline and analysis of lists of arbitrators. <br /> <br />6. <br /> <br />Additionally, LRA will provide regional training opportunities dealing with <br />supervisory issues, significant labor relations issues, and issues pertaining to State <br />and Federal legislation. <br /> <br />. <br /> <br />The AGREEMENT with LRA and attached fee schedule for the 2002 - 2003 subscriber <br />services for the Metropolitan Area and Greater Minnesota cities for the year beginning <br />March 15, 2002 and ending March 14, 2003 is enclosed with this letter. <br /> <br />Invoices and copies of the 2002 - 2005 AGREEMENT are being sent to all MAMA and <br />Greater Minnesota cities currently using the special subscriber services. Cities not using <br />the special subscriber services will also receive a copy of this letter and copies of the <br />AGREEMENT, they may subscribe by remitting the appropriate fee to the MAMA/CGMC <br />Labor Relations Subscriber Service. Population is based on the most recent estimates. <br /> <br />A separate Agreement has been negotiated between the League of Minnesota Cities and <br />LRA. This Agreement provides for LRA's assistance to the LMC in its effort to develop <br />a labor relations "Library"; preparation of articles in the LMC magazine; and limited advice <br />by telephone to LMC member cities. The Agreement does not provide for services <br />duplicative to the subscriber services outlined in this letter. <br /> <br />If you have any questions with regard to the services outlined in this letter or the contents <br />of the Agreement, please call us.
