<br />RESOLUTION NO. 02- <br /> <br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION OF SUPPORT FOR TCAAP REUSE AND ACQUISITION <br /> <br />WHEREAS, the Twin Cities Army Ammunition Plant (TCAAP) encompasses approximately <br />2300 acres in the northern 1/3 of the City of Arden Hills; and, <br /> <br />WHEREAS, TCAAP is currently owned and under the jurisdiction of the United States <br />Department of Defense; and, <br /> <br />WHEREAS, the property has not supported significant Department of Defense operations <br />since 1972; and, <br /> <br />WHEREAS, the City of Arden Hills has identified the property as a key redevelopment <br />priority for the community, adjacent communities, and the region; and, <br /> <br />WHEREAS, the City of Arden Hills is actively seeking the release of 500 to 800 acres <br />currently not being considered for use by the Minnesota Army National Guard, <br /> <br />WHEREAS, a map outlining the general area for potential acquisition is included as <br />"Attachment A"; and, <br /> <br />WHEREAS, the City of Arden Hills seeks to promote commercial, industrial, residential, <br />and recreational development of TCAAP consistent with the Vento Reuse Plan adopted in 1996; <br />and, <br /> <br />WHEREAS, the City of Arden Hills seeks to promote the development of a joint athletic <br />facility with adjacent communities; and <br /> <br />WHEREAS, the City of Arden Hills and Friends of Ramsey County Parks seek to preserve <br />the Rice Creek Corridor and provide sufficient land area to protect significant natural resources, <br />provide for wildlife movement, and serve as an extension of the Rice Creek Regional trail <br />Corridor; and <br /> <br />WHEREAS, the reuse of TCAAP requires legislative action, intergovernmental cooperation, <br />and support from adjacent communities; and, <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arden Hills, <br />desires to acquire 500 to 800 acres for commercial, industrial, residential, and recreational <br />development consistent with the Vento Reuse Plan adopted in 1996. <br /> <br />NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City of Arden <br />Hills desires to acquire the property and effectuate its reuse consistent with the following <br />parameters: <br /> <br />1. Soil, groundwater, and related environmental remediation activities continue until such <br />time as they are completed; <br />2. The Department of Defense works with the City of Arden Hills on remediation activities to <br />ensure that the property is suitable for development consistent with the Vento Reuse Plan. <br />
