Local Stormwater Management Plan Memo
February 12, 2002
Page 2 of2

Aside from the current statutory requirements to create a LSWMP, in the near future the MPCA
will also require MS4's (Small Municipal Separate Storm Sewer Systems) to obtain a permit.
Arden Hills has not officially been notified that they are a designated MS4 by the MPCA, but
this appears very likely to occur by mid-2002. A permit application will need to be prepared
along with a "Storm Water Pollution Prevention Program" that identifies Best Management
Practices and how we intend to implement them, The permit also requires public participation,
annual reporting to determine progress toward goals, employee training on best management
practices, erosion and sediment control requirements (we already have these in place), and some
additional ordinance modifications, Given the MPCA's current timeline, the permit application
along with the City's Storm Water Pollution Prevention Program would need to be submitted by
March 2003. Given the aforementioned consideration, depending on how the MPCA's
permitting requirements evolve, we may have to make some modifications to the LSWMP in the
near future, Staff will keep you updated as additional information becomes available, Please
feel frce to contact me if you should have any questions.

Requested Action

,

e

I. Consider directing staff to forward the LSWMP to Rice Creek Watershed District for their
approval. e

Attachments

1.
