<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />2,11,02 <br /> <br />. <br /> <br />Section 4 - Objectives and Policies <br /> <br />General <br /> <br />The City of Arden Hills is adopting the objectives and policies of the Rice <br />Creek Watershed District's (RCWD) Water Resource Management Plan of <br />1997 for the Local Stormwater Management Plan (LSWMP). In addition to <br />RCWD, the LSWMP reflects specific objectives relating to maintenance, <br />public education and participation, and fmance. <br /> <br />The objectives and policies are used as a guide in the design and construction <br />of private and public developments impacting water resources in the City. <br />They also address the routine operations of the City. <br /> <br />Objectives and Policies <br /> <br />An objective is a desired end toward which water management efforts are <br />directed. The fundamental objective of Rice Creek Watershed District Water <br />Resource Management Plan (1997) is "to provide for the wise, long-term <br />management of its water and associate land resources." This section of the <br />Arden Hills plan identifies the objectives for water resources planning and <br />management functions. <br /> <br />e <br /> <br />Each objective has several corresponding policies. Policies are governing <br />principles that provide the means for achieving established objectives. <br />RCWD's overall policy "provides an impartial, objective basis for developing <br />effective plans and programs for water resources management" (Rice Creek <br />Watershed District Water Resource Management Plan, 1997). <br /> <br />Rice Creek Watershed Distlict and the City will share authority over all water <br />resource issues within the City of Arden Hills, The City will reference the <br />RCWD rules, objectives and policies as their own, However, RCWD reserves <br />the right to approve local plan amendments and changes in local regulations, <br />The City will make sure private developers are aware of RCWD rules while <br />balancing the need to protect the health, safety and welfare of the community. <br />The RCWD's rules, permit application and other peltinent information can be <br />found in Appendix H.
