<br />I <br />Ie <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />~ <br /> <br />I <br /> <br />2,11.02 <br /> <br />The objectives and policies of RCWD are shown below along witb the City's <br />three additional objectives. <br /> <br />OBJECTIVE A: Minimize, the greatest possible extent, the public <br />expenditures necessary to control excessive volumes and <br />rates of runoff (RCWD). <br /> <br />A.1 Policy: Development to the year 2000 does not require <br />the need for measures to control runoff rate <br />unless necessary to prevent localized flooding. <br /> <br />A. 2 Policy: Provide for additional storage through the <br />construction of a comprehensive retention area <br />or by on-site ponding in the absence of a <br />comprehensive local/regional stormwater plan. <br /> <br />A. 3 Policy: To preserve the capacities of the present <br />drainage system to accommodate future needs. <br /> <br />OBJECTIVE B: Improve water quality (RCWD). <br /> <br />B. 1 Policy: Treat and/or control ruuoff to enhance water <br />quality to reverse the upward trends in <br />pollutants, especially nutrient and sediment <br />loads. <br /> <br />B. 2 Policy: To preserve wetlands which provide natural <br />treatment for runoff. <br /> <br />B. 3 Policy: To promote the local adoption of Minnesota <br />Pollution Control Agency individual wastewater <br />treatment system regulations. <br /> <br />B. 4 Policy: To improve the water quality monitoring system <br />for identifying potential problems. <br /> <br />B. 5 Policy: To protect drainage areas that supply the 81. <br />Paul and Minneapolis water system from sources <br />of contamination. <br /> <br />OBJECTIVE C: Prevent flooding and erosion from surface flows (RCWD). <br /> <br />C. 1 Policy: To prohibit encroachment that will reduce the <br />capacity of floodways and to allow only <br />structures in the flood fringe that have been <br />flood-proofed or that are not habitable <br />structures. <br /> <br />C. 2 Policy: To establish lOO-year flood levels based on <br />critical storm events. <br /> <br />City of Arden Hills, Minnesota <br />Local Water Resource Management Plan <br /> <br />A-ARDEN0101,OO <br />Page 31 <br />
