The issues could <br />include a variety of water resource subjects including the use of phosphorous <br />fertilizers, information on the water quality of the lakes in the City, best <br />management practices (BMPs), and information of current water quality <br />improvement projects. <br /> <br />Web site links could include some of the same topics discussed on the web <br />site, cable television, and the City newsletter. The most beneficial approach <br />from the City would be to coordinate the topics on the web site and the <br />newsletter, and reference each other. Suggested links would be to the RCWD <br />homepage, report or articles on water quality protection, MPCA Lake <br />Assessment Site, and the MnlDNR Lakes Database which provides <br />information on the lakes in Minnesota including data from the water quality <br />monitoring and fishery information. <br /> <br />The stormwater stenciling program is a volunteer program that marks storm <br />sewer inlets with a notice indicating where the pipe outlets to. This may be <br />done with different mediums such as paint, decals or signs. According to the <br />Final Report-Arden Hills Water Quality Task Force- lunel2000, studies have <br />shown these programs has a 60% or better attention rate by the local residents. <br />This report can be seen in Appendix C. <br /> <br />OBJECTIVE H: Finance (AH). <br /> <br />H.t Policy: To use a wide array of funding sources and <br />financing approaches to support storm water <br />management programs. <br /> <br />Paying for water management projects has become more complex in recent <br />years, In the past, special assessments against benefited properties financed <br />most of the necessary improvements. However, the financial options have <br />broadened considerably. The question is, which methodes) best suit the needs <br />of the City, <br /> <br />The major categories of funding sources are 1) Ad Valorem Taxes 2) Special <br />Assessments 3) Development Charges [Building Permits, Land Development <br />Fees and Land Exaction] 4) Grants.
