<br /> <br />~ <br />EN HILLS <br /> <br />. <br /> <br />MEMORANDUM <br /> <br />DATE: February l2, 2002 <br /> <br />TO: Mayor and City Council <br />Joe Lynch, City Administrator <br /> <br />FROM: Aaron Parrish, City Planner fir <br /> <br />SUBJECT: Indykiewicz Reuse (Property Appraisal/Highest and Best Use) <br /> <br />Overview <br /> <br />. <br /> <br />In 1999, the Arden Hills Economic Development Authority (EDA) acquired the Indykiewicz <br />property to facilitate the relocation of West Round Lake Road at the intersection of Highway 96. <br />After West Round Lake Road was reconstructed and storm water ponding for future Highway 96 <br />improvements created, a 3.3 acre remnant parcel remained for future development. <br />Subsequently, Chesapeake Companies has submitted a letter of interest for the property. In <br />response, the City Council has directed staff to obtain a quote to perform an appraisal. <br /> <br />After contacting a few appraisaj companies, Appraisal Concepts of Roseville provided staff with <br />the lowest quote to perform an appraisal of the property. They indicated the work could be <br />completed for approximately $1000. Staff has utilized them in the past and have been satisfied <br />with their performance. Staff would request Council authorization to proceed with the appraisal. <br />However, prior to proceeding with the appraisal, it is necessary for Council to articulate a range <br />of acceptable uses for the property. This will provide the basis for the valuation of the property. <br /> <br />Highest and Best Use of Property <br /> <br />Currently, the Gateway Business Zoning District allows the following principal uses: <br /> <br /> . Business Services . Offices <br /> . Clinics . Personal Services <br /> . Clubs - Sports Fitness . Research <br /> . Financial Institutions . Restaurants <br />. . Manufacturing Uses (Class I) <br />
