In doing so, they identified the <br />following uses: <br /> <br />. Business Service <br />. Clinic <br />. Day Care Facility <br /> <br />. Personal Service <br />. Restaurant - Sit-down <br />. Restaurant - Fast Food with drive-through <br />. Restaurant - Deli, coffee, bagel and take- <br />out food outlets, etc. . . <br />. Retail Sales and Service <br />. Service Station - Convenience store with <br />gas and car wash <br />. Studio <br /> <br />. Drive-in Business <br /> <br />. Drug Store with drive-through <br />. Dry Cleaning & Laundry Pick Up Station <br />. Financial Institution and Service <br />. Office <br /> <br />. <br /> <br />Staff Recommendation <br /> <br />With limited historical perspective regarding previous discussions regarding the use of this <br />property, staff would recommend the uses outlined below for the reuse of the remnant parcel: <br /> <br />. Business Service . Office <br />. Clinic . Personal Service <br />. Day Care Facility . Restaurant - Sit-down <br /> Drug Store with drive-through . Restaurant - Deli, coffee, bagel and take- <br />. out food outlets, etc. . . <br />. Dry Cleaning . Retail Sales and Service <br />. Financial Institution and Service . Studio <br /> <br />The above recommendation leaves out three uses identified in the Chesapeake proposal including <br />a fast food restaurant; service station / convenience store with gas and car wash; and drive in <br />businesses. While the aforementioned three uses would be very easy to market and yield the <br />highest return on investment from the City's perspective, it is uncertain whether they represent <br />the highest and best use of the property. Any additional comment Council has with regard to this <br />issue would be greatly appreciated. <br /> <br />Finally, if Chesapeake is not amenable to a revision in uses, staff would seek authorization to a <br />begin marketing the property consistent with the acceptable uses identified by the Council and ... <br />information obtained from the appraisal.
